Qualifications: Essential:
- Graduate degree in a relevant discipline such as social work, clinical psychology, law, community development or dispute resolution with several years of experience working within social, health or child and youth services with a strong emphasis on working with Indigenous children and youth. Equivalent combination of education and experience may be considered.
- Senior management experience, with provincial or national scope, including strategic planning, development of staff, leading policy and program development and implementation.
- Experience engaging and developing collaborative working relationships with Indigenous Peoples, communities, and community leaders.
- Knowledge of the political and organizational practices of Manitoba First Nations, Metis, and Inuit, including provincial and federal government relationships and jurisdiction.
- Experience providing outreach services in rural or remote locations.
- Experience overseeing the delivery of services to children and their families and communities in Manitoba, with demonstrated success in advancing the rights and needs of children and families.
- Knowledge and awareness of Indigenous histories and cultural practices, customs and traditions.
- Strong written communication skills with the ability to present findings clearly and concisely.
- Ability to interpret and apply legislation, standards, practices and policies related to children (e.g., child welfare, education, youth justice, etc.) in Manitoba.
- Excellent research skills including the ability to analyze data and identify systemic concerns.
- Experience conducting presentations to varied audiences.
- Knowledge and understanding of the role of the Manitoba Advocate for Children and Youth.
- Eligibility for registration with the appropriate regulatory body (i.e., Manitoba College of Social Workers, College of Registered Nurses, The Law Society of Manitoba, etc.).
Duties: The Manitoba Advocate for Children and Youth is an independent officer of the Legislative Assembly and is independent of government. The Manitoba Advocates statutory mandate includes representing the rights, interests, and viewpoints of children, youth, and young adults receiving any designated or reviewable services as described under The Advocate for Children and Youth Act. The Manitoba Advocate also reviews and reports upon the standards and quality of those reviewable and designated services provided to children, youth, and young adults who have died, to educate the public and to enhance the safety and well-being of Manitoba children, youth, and young adults. Reporting directly to the Manitoba Advocate for Children and Youth, the Deputy Manitoba Advocate is accountable for contributing to the Advocates mandated role. As a member of the management team, the Deputy Advocate will work collaboratively to enhance the Advocates capacity to provide effective, culturally-focused services to Indigenous children and youth under the offices mandate and will oversee the Advocacy Services Program and provide supervision to the programs managers. The Deputy Advocate will liaise with community and youth and leaders to enhance and develop new opportunities for relationship building throughout the province and support the hiring and retention of Indigenous staff. The Deputy Advocate will develop strong collaborative working relationships with those representing First Nations, Metis, and Inuit children, youth, and their families, including with a variety of government and non-government agencies. These relationships involve creating partnerships to address issues such as child and youth engagement, strategies, and programs.
